Accessibility statement

1. INTRODUCTION

The Pension and Disability Insurance Institute of Slovenia (hereinafter: the Institute) is the sole provider and implementer of the compulsory pension and disability insurance scheme in Slovenia. In this role, it is also one of the most important providers of social security in the society and an important institution in the lives of many, including numerous elderly people, people from other vulnerable groups, and people with various types of disabilities.

At the Institute, we are aware of our responsibilities arising from this social role; therefore, ever since launching our own website in 2009, we have been committed to the principles of providing access to content and services for vulnerable groups, elderly people, and people with various forms of visual impairment, hearing impairment, motor, and cognitive disorders. In doing so, we strive comply with the Web Content Accessibility Guidelines (WCAG) developed by the World Wide Web Consortium (W3C) and the requirements of the SIST EN 301 549 V3.2.1 standard for the accessibility of ICT products and services, and to carry out a number of other activities. 

We have, therefore, improved the accessibility of our services with the following e-services: Digital Assistant that helps users find content on the website and answers to their questions, and eReader service that enables automatic audio play and listening to website content. We have also revamped the content in Slovenian sign language, which covers all the key services that the Institute offers to its clients. As an organization that plays an important role among elderly people, we make a special effort to bring our services and content closer to them.

Since entering into force of the Accessibility of Websites and Mobile Applications Act (hereinafter: ZDSMA), that implements the Directive (EU) 2016/ 2102 of the European Parliament and of the Council into national legislation, the Institute is committed to ensure the web and mobile applications accessibility in accordance with the requirements of the aforementioned regulations, which transposed the requirements of the SIST EN 301 549 V3.2.1 standard for the accessibility of ICT products and services into Slovenian and European legal order.

Our goal is to provide all users of our website with the best possible user experience and access to content and services.

This accessibility statement applies to the Institute's website: https://www.zpiz.si/.

2. COMPLIANCE STATUS

Due to the exceptions listed under »Content with reduced accessibility«  (see Point 4), the ZPIZ website is partially compliant with the Accessibility of Websites and Mobile Applications Act.

 

3. ACCESIBILITY FEATURES

 

Institute's website offers the following features to increase website accessibility:

  • Content in Slovenian sign language with subtitles and sound synchronisation;
  • Digital Assistant that helps users to find content on the website;
  • eReader service that enables automatic audio play and listening to the website  content;
  • Choice of colour scheme;
  • Font style selection (including fonts for people with dyslexia);
  • Font size selection;
  • Breadcrumb trail indicating the page's position in the website's hierarchy;
  • Responsive layout (adaptation of content layout to screen resolution);
  • Keyboard navigation (adaptation for users who cannot use a computer mouse);
  • eZPIZ information system service: e-Applications for EVERYONE for submission of requests and claims without a digital certificate which significantly increases accessibility to ZPIZ services for preparation and submission of digital requests and claims;
  • Telephone Interactive Voice Response (IVR): electronic services for natural persons: Claim Status: 01 4745 999 and e-Payments: 01 4745 998 that provide services to clients who do not use a computer or do not possess a digital certificate.

4. INACCESIBLE CONTENT

Despite our best efforts to ensure the accessibility of the website, some content does not meet all accessibility requirements. These limitations are as follows:

  1. Scanned documents in PDF format cannot be accessed by services for improving web accessibility. In the future, scanned documents will no longer be published.

 

  1. Some statistical data, tables, and graphs are prepared by business intelligence software tools and cannot be accessed by all services for improving web accessibility (such as font and colour schemes selection). The appropriate adjustments to these solutions will be introduced in the future.

 

  1. My eZPIZ (electronic service for natural persons) and BiZPIZ (electronic service for organizations) available on the Institute's website are based on specific e-business applications and cannot be accessed by all services for improving web accessibility (such as font and colour schemes selection). The appropriate adjustments to these solutions will be introduced in the future.

6. FEEDBACK AND CONTACT INFORMATION

Notifications of non-compliance with accessibility requirements, requests for information regarding content that does not fall within the scope of the ZDSMA, and requests for the provision of less accessible information (see Point 4 of this Statement) are to be submitted to the Public Relations Department to the following email address: javnost@zpiz.si.

Notifications or requests are processed within 8 days. If, within this period, no suitable reply can be provided due to the nature of the content, you will be informed of when the response can be available and the reasons for the delay.

7. SUPERVISION OF ZDSMA COMPLIANCE

Supervision of compliance with website accessibility requirements, disproportionate burden assessment, publication of Accessibility statement, and provision of feedback mechanisms, including responses to users, is carried out by inspectors from the Inspectorate of the Republic of Slovenia for the Information Society (IRSID).

If you believe that the Institute's website is not in compliance with the Accessibility of Websites and Mobile Applications Act, you can file a complaint with the inspectors from the Inspectorate of the Republic of Slovenia for the Information Society.
